State Withholding Income Tax
Registration Steps:
- Create a username and password
- Before starting your registration, create a user account
- Go to Delaware One Stop.
- Enter email address where you will receive correspondence from Delaware
- Enter first and last name, address the “ I’m not a robot” and “Term & Conditions” boxes and Click Submit
- A verification email will be sent to complete the setup process
- Click the link and create a password.
- Register for an account number.
- Registering with the “Withholding” option. You will need to select this option by selecting “Get started” button under this option:
- Please review page, if correct and select “Register as a withholding”
- Read overview and select Start
- Enter your FEIN and select Save and Continue
- Enter your business name and select Save and Continue
- Answer remaining pages regarding your existing business and select Save and Continue to move forward for each page
- For Type of Ownership, select the drop down that best fits your purposes for registering.
- Complete remaining registration steps
- Add First Payroll Date
- Review and Submit
- Confirmation
Update your Homebase account with your Delaware Division of Revenue account number to ensure your account is accurate.

Unemployment Insurance Tax (UI)
Registration Steps:
- Register for an account number.
- Go to Delaware One Stop.
- Under Hiring select “Get started”
- Review the page for “Report hiring of employees” and select “Report hiring now”
- Review the Overview for and select “Start”
- Business Lookup and enter your FEIN and select “Save & Continue”
- Complete remaining registration steps
- The Delaware Division of Unemployment Insurance also has a paper form
- Please use link to access a copy of the UC-1- Report to Determine Liability form UC-1-Report to Determine Liability
- Please print and complete the UC-1-Report to Determine Liability and mail it to the address on the top right of page one of application.

- The City of Wilmington Delaware has a paper form
- Please use link to access a copy of the City of Wilmington Delaware Application for Business License form Application for Business License
- Please print, complete the application and mail it to the address on the top left of page two of application.
